Not Sacramento or Palo Alto. Sacramento despite being the capital of California is only the sixth largest with a population of around 500,000. Palo Alto has a population of around 65,000.

None of those, although LA is the largest city in California with nearly 4 million people.

This city shares its name with the capital of another country.
