My reasoning was that in excess could be OTT, so I guessed Graeme Dott and John Parrott.
Then I thought that INXS's 'New Sensation' might describe Zhao Xintong.

The last ones that seems to be a slam dunk as far as I can see is Neal Foulds, as In Excess was the name of a famous racehorse & a foal is a young horse. (assuming Phil Studd wouldn't be an answer, as In Excess was a record breaking stud horse as well) to which Tony Knowles had a stud nickname?

Joe or Fred Davis? INXS were formed by the Farriss brothers (thanks Wikipedia!) and Joe and Fred are the founding brothers of modern snooker.
