That is Christopher Ellison, best known for his long-running role as DI Frank Burnside in the Bill.

What few people will remember is a mid-90s show called ‘Ellington’ (yes, really) in which he played a ‘Barry Hearn-style promoter’, with a hand in many sporting pies.

It was launched with big fanfare, given his popularity in the Bill, but met with ridicule from viewers and critics alike. It was canned after one series - rightly so, it was embarrassingly terrible (and I say that as somebody who was really looking forward to it when production was announced) :hmmm:
