It's clear from the little I've played so far that they have released an unfinished game, something that is sadly very prevalent in the games industry nowadays.

A case of getting the game on the shelves as soon as possible and then fixing any issues later on via patches.

Fallout 76 being a not so glorious example. Oh wait, Bethesda never fixed that, did they?
