Play after a black ball foul

In a recent close match, Player A potted the brown to go ahead by 2 points.
Player B missed the blue,
Player A potted the Blue and Pink thereby leading by 13 points.
Player B did not immediately concede the game and Player A decided to finish the game with a flourish and pot the Black. However it went wrong and the pot missed and the White went in off.
Player A should have remembered the rule where when only the black ball is left on the table a foul on the black ends the frame.
Assuming now that Player A is 6 points in the lead, the White was then played from the D and Player B goes on to pot the Black. The Players left the table with the win credited to Player B.
Other members in the club said that that result was wrong.... Player A had won the frame by being 13 points ahead with only the Black remaining on the table, and in any case, Player A won by being ahead when a foul was committed on the black which ended the frame whatever the score.
Can someone adjudicate on this result please?

Player A always wins.

Even if player A was only 8 points ahead when there's only black left he makes a foul and now player B is only 1 point behind, player A always wins.

If you are more than 7 points ahead of your opponent when only black is left, you win the frame.

If you are 7 ahead with black left and you make a foul, then a respotted black happens. 6 ahead and you make a foul then your opponent wins.

Interesting and clear explanation! I think we have sinned against this rule a few times then in the first situation by respotting the black...
