I'd say the rust is as big a factor as the best of elevens.

Luo Honghao, Lu Ning and Tian Pengfei will go directly to the Hilton Hotel in Sheffield, where they have installed 5 practice tables inside the 'bubble' for the World Championship qualifiers.
Ding Junhui has set up his own training centre with several tables, and will be joined by Luo and Tian when they have finished their qualifiers. For the moment though, Ding will be there on his own in quarantine.

I assume it will be. There are 32 new entries when the higher ranked players enter the qualifiers so assuming that they will be paired with 17th seed going with 48th for the final round.
Not sure what will happen with the previous rounds, but I'm guessing they will be drawn.
