To be fair, I think it's true of more than just the Top 16.
There's so many playing opportunities these days that everybody's game improves. Any player has a bad game, they can't count on their opponent being rusty also.
Saying; "The top 16 are all in good form", is too much of a blanket statement, especially when one of them is losing heavily.
